Overview
If you wish to visit Malaysia for a VDR With Reference Visa, you must obtain a visa prior to entry if you come from a country with a visa requirement for entering Malaysia.
The following category has to apply for VDR in order to enter Malaysia

Documents Requirements
- Visa Application Form (back to back) filled completely with block capital letters and duly signed by the applicant.
- Original passport -Machine readable (Two copies of bio pages of passport are required for applicant applying in Mumbai).
- Passport should be valid for at least 6 months upon arrival in Malaysia.
- Please ensure three complete blank pages in the passport for the purpose of Visa stamping and approval.
- 2 recent photographs (One loose and one on application form) Photograph specification: 3.5cm X 5cm 60%-70% face appearance in white background. Photographs clearly show from crown to shoulders.
- Confirmed Air-Ticket with flight details and E- ticket number.
VDR Approval Letter:
Please provide any one of the following VDR letters:
- Original VDR Approval Letter in a sealed envelope comes through the Immigration Department of Malaysia along with a copy of the same. The letter should be addressed to the High Commission of Malaysia, New Delhi for applicants applying in Delhi, Consulate General of Malaysia, Chennai for applicants applying in Chennai and Consulate General of Malaysia, Mumbai for applicants applying in Mumbai.
- In case of EVDR - Two print outs of E-VDR approval Letter come through the Immigration Department of Malaysia. The letter should be addressed to the Malaysia Missions in India.
- In case of MDEC - Two print outs of MDEC Approval Letter come through the Immigration Department of Malaysia. The letter should be addressed to High Commission of Malaysia, New Delhi for applicants applying in Delhi, Consulate General of Malaysia, Chennai for applicants applying in Chennai and Consulate General of Malaysia, Mumbai for applicants applying in Mumbai.
Note: - For Application’s submitted in Mumbai and Chennai if the reference number on the VDR letter starts with ICT then applicant need to submit Original VDR approval letter with 2 copies.
If reference number starts with MSC, then applicant need to provide 2 copies of the same.
Photo Specifications
- The photograph must be in colour.
- It should be without border.
- It should have a white background only.
- It should have a close up of your head and top of your shoulders so that your face takes up 60% - 70% of the photograph.
- It should be in sharp focus and clean.
- It should be of high quality with no ink marks and creases.
- The photograph must show you looking directly at the camera with a neutral expression, neither frowning nor smiling, with the mouth closed.
- It should be 3.5 cm X5 cm.
- It should show your skin tone naturally.
- It should have appropriate brightness and contrast.
- The photograph should be a recent one not more than 3 months old.
- It is to be taken without headgear.
- Photograph can be taken with headgear, after consideration on case to case basis if the applicant wears headgear on religious grounds. The main characteristics of the face must be apparent from the photograph. Chin, nose, eyes and eyebrows must not be covered; the forehead should be uncovered to the extent that the shape of the face is apparent.
- It should be without hat/cap.
- It should be with the applicant's hair tucked behind his/her ears.
- The photograph should not have any staple marks.
- Scanned and color photocopies would not be accepted.

All the application for VDR has to be made by the sponsor / company / Institution in Malaysia (to the Immigration Department of Malaysia). And, the person may apply for VDR stamping at Malaysian embassy / mission abroad and enter the country after the approval of that pass.
